Terrorism was an illegal act of violence, or several acts of violence, to force change and to frighten the average person. This was usually committed by an individual or a group. A person who committed terrorist acts was known as a terrorist.

In 2372, the Federation considered the Maquis a terrorist organization. (Star Trek: Deep Space Nine: "For the Cause"; Star Trek: The Cantabrian Expeditions: "The Betrayed")
