A counselor was the officer or person in charge of ensuring the mental health and well-being of all aboard a starship, starbase, space station or other establishment.

In Starfleet (at least), if the counselor felt his or her commanding officer was no longer fit for duty, he or she had the power to remove the CO from duty under Starfleet Medical Protocol 121 (Section A). (Star Trek: The Cantabrian Expeditions: "Isolation")

Counselors also assisted the commanding officer in first contact, cultural awareness and negotiation situations. He or she also worked with the first officer on crew evaluations.

Daniel Radke was a counselor aboard many ships, including the USS Prospect, USS Prospect-A, USS Cantabrian and USS Cantabrian-A. (Star Trek: The Prospect Chronicles; Star Trek: The Cantabrian Expeditions)
